Ashburn vs. Leesburg: Choosing Your Loudoun County Home Base

Inside Loudoun County6 min read

Key takeaways

  • Ashburn is an unincorporated part of Loudoun County built largely around planned HOA communities; Leesburg is an incorporated town and the county seat.
  • Leesburg town residents pay a town real estate tax on top of the county rate ($0.1774 per $100 for 2025); Ashburn owners pay only the county rate plus any HOA dues.
  • Ashburn has two Silver Line stations, Ashburn and Loudoun Gateway, which opened in November 2022. Leesburg commuters rely mainly on Route 7, Route 15 and the Dulles Greenway.
  • Ashburn housing is mostly 1990s and newer townhomes and single-family homes; Leesburg mixes a historic downtown with newer subdivisions.
  • A Leesburg mailing address does not always mean town limits, which changes taxes, utilities and rules.

If your work is near Dulles Airport, Reston or the data center corridor, Ashburn usually offers the shorter commute and the most choice in newer planned communities. Leesburg makes more sense if you want a historic downtown, a more traditional town setting and quick access to western Loudoun’s farms and wineries, and you’re comfortable with a longer drive east. Both are popular, both have a wide range of housing, and the right pick usually comes down to your commute, how you feel about HOAs and what you want close by on a Saturday.

The big picture: county community vs. incorporated town

Ashburn is not a town. It is a large unincorporated area of eastern Loudoun County, so Loudoun County government handles zoning, permits, police and taxes, and most neighborhoods are organized as homeowners associations. Many of those HOAs run pools, clubhouses, trails and common grounds.

Leesburg is an incorporated town with its own mayor, council, police department, planning and zoning, and water and sewer utility. It is also the Loudoun County seat, so the county government center and courthouse are downtown. Since 2019 the county bills both county and town real estate taxes on one bill, per the Town of Leesburg’s tax page.

Housing and neighborhoods

Ashburn

Most of Ashburn grew from the 1990s onward, so the housing is newer than in much of Northern Virginia. You’ll see large planned communities with townhomes, single-family homes and some condos, often connected by internal trails and built around community centers and pools. Newer sections and age-restricted communities continue to appear. If you’re comparing a resale with a builder’s new home, my new construction tips apply.

Ashburn also sits next to Loudoun’s data center corridor. Some buyers don’t mind seeing a data center campus; others want to know about planned projects near a specific street before they commit. My post on data centers near homes covers how to research that.

Leesburg

Leesburg’s historic district includes 18th and 19th century homes and brick and frame houses on downtown streets, where exterior changes are reviewed by the town’s Board of Architectural Review. Around the core are subdivisions built from the 1970s through the 2010s, from townhomes to larger single-family homes, many with HOAs.

Several well-known communities carry a Leesburg mailing address but sit outside town limits, in unincorporated Loudoun County. Those homes don’t pay the town tax and use county services and, usually, Loudoun Water. Always check the county tax record.

Commutes and getting around

Commuting is often the deciding factor. The Silver Line extension to Dulles Airport and Ashburn opened on November 15, 2022, according to the Metropolitan Washington Airports Authority, adding the Loudoun Gateway and Ashburn stations near the Dulles Greenway. For more on what the line changed, see living near the Silver Line.

  • Ashburn to Reston, Herndon or Tysons: the Dulles Greenway and Dulles Toll Road, Route 7 or the Silver Line.
  • Leesburg to the east: the Dulles Greenway is the fastest route for many, but it’s a private toll road, so budget for daily tolls. Route 7 is the free alternative and can be slower at rush hour.
  • Leesburg to Maryland: Route 15 north crosses into Maryland at Point of Rocks.
  • Biking: the W&OD Trail runs through both Ashburn and Leesburg, connecting east toward Arlington and west toward Purcellville.

My Northern Virginia commute guide goes deeper on toll roads, Express Lanes and transit options.

Parks, recreation and daily life

  • Ashburn: HOA pools and trails, the W&OD Trail, Loudoun County parks with athletic fields, and One Loudoun for dining, shopping and events. The Beaverdam Reservoir area offers water views and trails.
  • Leesburg: the walkable historic downtown with restaurants and shops, Ida Lee Park and its town recreation center, Morven Park’s grounds and museums, Ball’s Bluff Battlefield Regional Park on the Potomac, and the Leesburg Premium Outlets.
  • Both: quick access to western Loudoun’s wineries, breweries and farms, with Leesburg a few minutes closer.

A worked example: comparing monthly costs

The numbers below are illustrative only. Imagine two similar townhomes, each assessed at $650,000, one in an Ashburn HOA community and one inside Leesburg town limits.

Monthly item (illustrative)Ashburn townhomeLeesburg townhome
Town real estate tax ($0.1774 per $100)$0About $96
HOA dues$130$110
Daily Greenway tolls (round trip, 20 days)$0 if using Silver Line or local roads$150 to $250
Water and sewerLoudoun Water ratesTown utility rates

In this example, the Leesburg buyer pays more each month for the town tax and, if they commute east on the Greenway, tolls. In exchange, they may get a downtown lifestyle and a shorter drive west. The exercise is to price the commute and taxes together, not just the purchase price. My affordability calculator can help with the mortgage side.

Common mistakes when choosing between them

  • Testing the commute on a weekend instead of a weekday at rush hour.
  • Forgetting Greenway tolls in the monthly budget.
  • Assuming a Leesburg address is inside town limits.
  • Not reading HOA documents, especially rules on rentals, exterior changes and fees.
  • Ignoring planned development near a street, whether data centers, roads or new subdivisions.
  • Trusting a listing’s school information instead of checking the LCPS attendance zone maps directly.

Daniel’s tip: Spend one weekday morning driving from each finalist home to your office at your real start time, and one Saturday walking the nearest town center or community hub. Most buyers know which place fits after that day.

Does Leesburg have a Metro station?

No. The closest Silver Line stations are Ashburn and Loudoun Gateway, a drive east along the Dulles Greenway or Route 7.

Do Leesburg residents pay town taxes?

Homes inside town limits pay a Town of Leesburg real estate tax in addition to Loudoun County’s. The town rate was $0.1774 per $100 of assessed value for 2025.
